







Deborah Glosser
Engineer & Geophysicist
Dr. Deborah Glosser has over 10 years of experience as a research scientist, primarily in the domain of oil and gas, electricity, and materials science related to energy and civil infrastructure. She holds a PhD in Civil Engineering from Oregon State University, and a M.S. in Geophysics from the University of Pittsburgh. Her scientific interests include oil and gas wellbore integrity, corrosion, cement and construction material integrity, and energy storage and transmission. Her work includes a post-graduate fellowship at the US Department of Energy, where she served as a technical expert on natural gas storage safety on a multi-agency task force convened by President Obama. She also has prior experience in utility regulation and law, having earned a JD in 2005. Deborah worked as a senior analyst for the Oregon Public Utility Commission from 2016-2019. While at the OPUC she worked on electric and gas Integrated Resource Planning regulation and economic analysis. Her combination of expertise in both physical science and regulation gives her a unique perspective from which to approach problem solving in the domain of utility services and probability modeling. In her spare time, she enjoys mountain climbing.
